What pull up resistor should I use on SPI_OE* ?  The datasheet makes reference to choosing the resistance value relative to a "driver" but the datasheet is not clear what driver they are talking about. 

With a 10kOhm pull up I'm still getting high leakage current from the part when I power off VCCB.   Do I also have to pull up or down the A1, A2, A3, A4 and B1, B2, B3, B4 inputs in addition to the SPI_OE* ?

    When you power off one of the supplies, you must ensure that all of the I/O pins are pulled to ground. If you leave any of the I/O pins floating when one of the supplies is off you will see high leakage current. You also need to make sure that the supply is pulled to ground when it is powered off or you will also see high leakage.
