SN74LS292: Programming input specifications

Can the programming inputs (A,B,C,D,E) be connected directly to Vcc on the SN74LS292N? Or should pull-ups be used? The same question applies to CLR.

Section 3 of Designing With Logic (SDYA009) implies that LS inputs can be connected directly to V_CC. As shown in figure 1, with a high input level, only leakage current flows.
