1Pin(NC) does not connect to any pin internally, right?

Which is the better handling for NC pin?
-Connection to GND(Does it help radiation of heat?)
-Connection to Pull up with 10kohm(VDD)

You are correct - pin 1 (NC) does not connect to any pin internally (there is no bond wire to that pin)
Connecting with a 10kohm resistor is unnecessary since there is no electrical connection there.
It is recommended to solder the pad down for mechanical strength, and connecting it to a ground plane will help with thermal dissipation- although most logic devices don't require any additional heat-sinking. The power they consume is typically very small, even under maximum load.
