My customer said that according to the past BIS certification experience.
There is no need to provide the need for IC materials and parts of the certificate, and this IC material is not also mandatory to pass UL certification. So Please help provide other certificates of this material instead of (non-UL certificate).

I'm afraid I don't know what you're looking for. The SN74LVC1G123 is a rather simple analog device, and as such doesn't produce radiation, voltage, fumes, or anything else that is hazardous, with the possible exception of the materials it is created from, which is what the link I provided referred to.
Can you give me an example of a semiconductor device that has the certification you are looking for?
