Its unavailable in through hole package.
why is the necessity for the through hole package ? The devices have little power dissipation and is ideal for space constrained designs.

Like most other modern chips, the TXB is available only in SMD packages.

If you want to do breadboarding, you have to solder it to a SMD/DIP adapter, or buy some pre-made breakout board.
