The Hirel guys can probably answer this better but here is what probably happened. LVC devices all used to be 2.0V to 3.6V. We lowereed the min Vcc to match the industry and The Mil version either did not get requaled or did not meet spec at the lower voltage and extended temp range.
I suspect it is because military applications don not have a need for the lower voltage.
