SN74LVC8T245: SN74LVC8T245 application questions

Hi Team,

My customer plan to use our SN74LVC8T245 in new project, some questions need your help to double confirm before the pcb:

1. As showed in below picture in our datasheet, the VIH, VIL are all refer to VCCA, in order to avoid unstable output voltage during power up and power down, customer plan to use the OE to control SN74LVC8T245,  during power up, the IOOE is 5V, after power up and stable, the IOOE is set to 0V, so to make sure the output is high impedance during power up/down. The question is that  customer use VCCA=3.3V, VCCB=5V, so can they use 5V to control the /OE?

2. In customer's old project, they use SN748T245, but they found abnormal output pulse during power up, so is these better alternative chip without abnormal glitch during power up can replace SN74LVC8T245?

    The OE can be tied to 5V under recommended supply conditions without issues.
    What are the conditions during the startup? Are the inputs at valid levels preferably at ground?
    Which of the supplies is ramping first and at what rate?
