SN74LVC1G374: Waveform issue

Hello,

        

              Below is customer waveform and schematics. Below have two question:

1. Per waveform, is it correct function for SN74LVC1G374?

2. Why CLK pin has no trigger, but Q pin happen conversion? Please refer to below red mark. 

CH1: It is platform reset pin, please ignore. 

CH2. U49 Pin1

CH3. U49 Pin3

CH4. U49 Pin4

    Hi Patrick,
    When the platform reset is asserted, what happens to the power on the SN74LVC1G374?

    My guess would be that the power is being turned off briefly, which means the output would go into an 'unknown' state after restart and it would only have a valid state after data is clocked through again.
