Please provide some additional details such as voltage levels of the signal, frequency range (how often is the pulse-width measured?), pulse-width range, and any additional details. A block diagram of the system would also be helpful.

I am still not clear on what you are wanting to accomplish. Are you looking to verify a minimum pulse width, and anything less than the minimum is rejected? If so, a comparator with a '555 timer triggered by the pulse on one input, the pulse itself on the other would be a rather simple implementation. Again, what are the MIN and MAX pulse widths?
Or do you want to measure the pulse width?
Or just detect the presence of a transitioning edge? And what is the source of the pulse?

It is to detect a pulse width say more than 4ms, then the circuit will assert an interrupt.
