Can I use SN74AXC1T45 to translate 148.5MHz Clock signal voltage level from 1.8V to 2.5V and from 2.5V to 1.8V?

Hi Nicky,
A 148.5MHz clock is equivalent to ~300Mbps.

From the datasheet, page 1:
500-Mbps Support When Both VCCA and VCCB Are at Least 1.65 V

So -- yes, this device will translate up or down 1.8V to 2.5V at 300 Mbps.
