The maximum tpd of this device is 15 ns at 5 V, but the description of max frequency of this device is 110MHz. It is correct or not? The propagation delay will influence the max frequency. In my opinion, f<1/15ns=66.7MHz, it is right?

This device shouldn't have any problems operating at that frequency. I verified by looking at one of our clocked devices in the same family the SN74LV574a. The image below shows the spec:
Note this frequency will depend on the supply voltage as well as the loading of the circuit. The propagation delay won't affect this, you should focus more on the delay caused by the load capacitance. From the image, this device is spec'd with 15 pF and 50 pF loads. As you can see with higher capacitive loading, the lower the frequency.
