CD74HC4046A: Frequency Multiplication

Hi Guys,

I have a 4V TTL signal operating at 200 kHz frequency(Input Signal can be seen in the figure attached) , i want to change its frequency to 400 Khz keeping the Voltage and waveform  almost the same there can be a little change but not too much.

So i think the CD74HC4046A can be used for the purpose of frequency multiplication. Bu i do not know how to  set the frequency of VCO and what other changes to make using this IC so help me design my circuit.
