SN74LVC1G17 has NC-pin.
Is NC-pin floated?  Can I connected to GND this pin?

    Hello,

    It is recommended to solder the pad down for mechanical strength, and connecting it to a ground plane will help with thermal dissipation- although most logic devices don't require any additional heat-sinking. NC pin can also be left floating without adverse effects.
