Power down protection on input

Hi Experts,

I am planning to use a buffer that should tolerate input without voltage applied at it's VCC pin. Meaning, input will remain at 3.3V but VCC of the chip would have ramped down to zero before input decays to zero. Say, VCC will drop to zero 200mS ahead of input voltage being dropped to zero. Have come across feature called " Power Down Protection Provided on Inputs" in MC74LVX244. Does this chip suit my requirement?

Also, the recommended operating condition states that allowed DC input voltage is 0 to 5.5V though VCC of this chip is 2V to 3.6V. As the DC input is not referenced to VCC, hope DC input shall exist even without VCC?

Please help to review my understanding and suggest a suitable device for my requirement if the device as like above doesn't suit my requirement. Actually I looking for a device with above spec, but 2 bit buffer..
