SN74HC4040: Quiescent Current

I am working on an ultra-low power battery operated design. Every microamp is critical.

The SN74HC4040 datasheet indicates a max ICC current of 8 microamps at +25C. It also notes a max ICC of 80 microamps presumably across the full operating temp range. These values are based on VCC=6V and IO=0A (presumably output current Iout), but other test conditions are not stated. 

My first question: Are the max ICC currents stated in the datasheet based on operation at a fixed non-zero frequency or is it a static "zero Hz" quiescent current value? 

Fortunately my design will operate within a narrow temp window of about +2C to +30C. Can TI provide an ICC vs. temp graph so that I can determine the approximate min/max values of ICC for my temp range?
