Does the input voltage have meet VIH of Schmitt trigger?

So the SN74LVC1G17 thresholds are shown here. At the voltage of 5V the input of 3.3V would be very close to the max of the positive threshold as seen in the capture below.
Since you are using the Schmitt Trigger buffer, I found the SN74AHCT1G14 which would be a better solution for your application.
As you can see this device is also a Schmitt Trigger buffer with operating range of 4.5V to 5.5V. However it has much lower thresholds designed for lower inputs such as your application.
