TXS0102: Any reason why the circuit below wouldn't function?

When checking the output of the device, the lows don't go to zero volts. The ground is fine and the VCC bot are going to the same 3v3 rail. the circuit is shown below.

    The TXS family parts will not go to 0 V if the input doesn't go to 0 V. These devices are suitable for open drain applications and I am assuming it is draining current down your input buffer which is causing a voltage that is above 0V. This device does not act as a buffer.

    It seems like you are inputs are not changing direction, so do you think a unidirectional buffer could work for you? That would get rid of your issue of not reaching 0V. Maybe the SN74LVC2G34 could work? If you let me know your requirements, I can help find a partnumber.
