I'd like to know why output current at Vcc=3V mark in two values, ±16-mA & ±24-mA.

Hello TC,
IOH is defined by how our VOH levels are tested. If you notice from the Electrical Characteristics table, the VOH is tested at multiple values as well. The current used will depend on the desired output voltage.
