TXS0104E datasheet have mention: While this device is designed for open drain applications, the device can also translate push-pull CMOS logic outputs.
the circuit design can same as application circuit doesn't need external pull-up resister ?

Hello,
The TXS devices come with built in 10kOhm pull up resistors. More information about them can be found in the datasheet.
You do not need to add external pull resistors when using this device for a push pull application. However when using it for open drain, you have a choice to add external pull ups which would be in parallel with the internal pull ups.
