When starting up the SN74AC373, the LE is low but the Q outputs high logic, is this normal? Or does this mean logic high is the default output voltage level of this device?

This is probably the simplest circuit to do what you need:
The circuit to the far left with a resistor, capacitor, and Schmitt-trigger buffer is known as a "Power On Reset" generator. There's a video that goes into detail on this circuit here:
