SN54ACT573: 6.8V, 1mS spike on Vcc

Part Number: SN54ACT573

We presently use the SN5J4ACT573W device (procured as 5962-8766401SA) in our military product. We had an issue with our power supply during test where the +5V line (Vcc of the device) spiked to 6.8V for 1mS.

Does TI have any test data or analysis that would show this spike would not damage or affect the reliability of the SN5J4ACT573W?

    This is not a destructive or overly stressful event on this device.

    The Absolute max ratings table has the following:

    This indicates that VCC can go up to 7V and not violate the warranty.

    We procure the device to the DLA SMD as P/N 5962-8766401SA. The SMD-87664 specification for absolute maximum supply voltage is 6.0V which does not agree with the SN54ACT573 data sheet which specs it out at 7.0V. Which is correct?

    I am not sure what drove the SMD to have a reduced abs max rating. Possibly since there are multiple vendors on the SMD?
    From TI perspective the absolute max value for VCC is 7V, as listed in our datasheet.
