SN74LVC2T45: ICCA+ICCB test condition for SN74LVC2T45 vs SN74AVC2T45

I looking for low Icc(ICCA + ICCB) level shift IC.

Please let me confirm about test condition for SN74LVC2T45 and SN74AVC2T45.

Electrical characteristics are described that ICCA + ICCB is LVC4T45: 4μA_max and AVC2T45: 20μA_max on both datasheet page-6. 

(LVC2T45 is smaller than AVC2T45)

But static power consumption is described LVC4T45: 2μA_max and AVC2T45: 1μA on 1.8VCCA to 3.3VCCB.

Why AVC2T45 is smaller static power consumption than LVC2T45? 

I think that reason is different for test condition, I want to confirm test condition or difference for these devices.
