Hi,

Are you trying to replace any competition device?
and does this also be Schmitt trigger inputs?
It doesn't seem that we have a device like your description, but please let me know your thoughts.

You could configure an AND gate to behave as buffer by tying both the inputs together. In a way, it could be done.
