TXS0102-Q1: Output state when OE is Low

Hi team,

I'd like to double confirm if TXS0102 can be used for the system bootup line of other device.

In datasheet of TXS0102-Q1, all the ouputs are placed in the high impedance when OE input is Low. However, below architeture has the pull-up resistor at the output.

So, when the OE is low, is it correct that the output remains high impedance, not High on the bus? And is it okay even if it's used for the boot up lines or reset?
