Hi,

Is it OK to connect OE pin directly to GND instead of pulling it up through a resistor to VCCA?

Alternatively, can I connect OE through a resistor to a voltage source other than VCCA?

    Yes this is fine, the OE pin can be directly connected to GND. However, the device will be enabled right at power up so care should be taken to make sure erroneous data data doesn't show up at the input which then will show up at the output.

    The OE can receive signals up to 3.6 V, but the voltage should stay above the VIH (min) value set in the datasheet. If the supply rail maintains those two conditions, then it can be tied to the OE pin.
