Dear Dylan: would you please explain "over voltage tolerant" ? Does it mean the positibe clamp diode on the input pin? can it work reliably long-term?

The LVC Designer's Guide (SCBA010) shows:

To protect against positive ESD, the diode is the equivalent of a Zener/TVS diode with a breakdown voltaga of more than 6.5 V. This is specified in the absolute maximum ratings, and guaranteed over the lifetime of the device.
