I believe the application you want is the example shown in the datasheet:
You will have to set the Frequency using RTC and CTC ( equation is on the first page) then you can use the A and B control pins to control how many counts to stay high. In your case, you want 22 s. 1 / 22 s will get you the frequency you are trying to achieve.
