I need a one-shot output even if the input does not return within the output pulse time.

Can this or any other device provide that? If so, anything special about the hookup?

This device is triggered by the edge, not by the state, so it will do what you want. See Designing with the SN74LVC1G123 Monostable Multivibrator (SLVA720):
