Only by going outside the recommended operating conditions (but then you have to characterize the actual switching threshold yourself, and still get high cross currents).
If you want to handle what looks like an analog signal, put a comparator in front of the logic gate.

I'm not really sure what you are trying to ask with you question so let me know if I interpreted it wrong, but the SN74AUP1G97 may be your answer here. It has the thresholds spec'd for a 2.3 V supply that agree to the VIH/VIL conditions you stated. It can be cofigured as an AND gate.
