The SN74LVC1G99/SN74AUP1G99 can be configured as NOR gate with B=high,D=high.

Hello,

Besides the NOR gate that Clemens has provided, we have many NOT gates or inverting buffers with 3-state outputs. You can use the parametric search tool to sort by output type; 3-state.
