Hey Anne,

I can't really see anything wrong with the schematic. I also recommend them to use the SN74AXC4T774 for this instead.

What is the state of JTAG_BMC_OE? high or low?

What does the customer mean by function not workable? any scopeshots available? would they consider using the SN74AXC4T774 we recently released?
