I would like to use VCCA=1.8V, VCCB=3.3V, but would like to control OE from 3.3V domain,
but the datasheet says OE must be controlled by VCCA.
It looks OE has 5V tolerance.
Is there any concern if I control OE from VCCB side?

The datasheet says "referenced to VCCA" (which means that the switching threshold for a high level is VCCA× 0.65) and that the "output-enable (OE) input circuit is designed so that it is supplied by VCCA" (wich means that if VCCA is powered down, it does not work).
The OE pin is designed so that it can be controlled by any voltage that is at least as high as VCCA (see section 6.3; any voltage between VCCA× 0.65 and 5.5 V is accepted as high).
