Hi Team,
My Customer would like to know if the datasheet of CD4541B has an error on page 4 on the Transition Time Parameter? Since this Parameter has two tTHLs on the table (picture below).

This is obviously an error. It is already found in the original datasheet.
I suspect that the low-side drivers are stronger, but I guess by now, the only way to find out which is tTHL and which is tTLH is to take a chip and measure it.

I think its safe to say the bottom of the two is TTLH. The low side drivers are stronger meaning a High to Low transition would be quicker. I also glanced at other similar parts designed by Harris to confirm. Worst case, you can use the larger value spec for both transitions to be safe if you don't have the capability to test. The load you have will impact these numbers as well.
