What do these mean each?

V_IK is the forward voltage of the clamping diode between ground and an I/O pin.

I_IH is the leakage current into a disabled I/O pin.

I_CC is the supply current (flowing mostly into Vref_B/EN and out of Vref_A).

Thank you for your help.

Though VIK exceeds absolute rating(-0.5V), is it allowed?

Does it mean that the II must not exceeding -18mA?

A current of 18 mA does not exceed the absolute maximum ratings; see footnote (2) in section 6.1.
