SN74LVC1G123: the reason of output 0.9V

I have a problem when using TI's sn74lvc1g123. Please help me analyze it. The following picture is the circuit. Input gives a rising edge, and output output will maintain a level of about 0.9V instead of a pulse. Please help to analyze what is the reason? In addition, the power supply voltage of the chip is 1.8V, and the voltage of the rising edge of the input is also 1.8V.The result is the same with a new chip. Is there something wrong with our circuit design?And the output pin connect to no thing.

    I don't see any problem with your primary schematic. What is the load at "OUTPUT"?

    If you can, please provide an oscilloscope shot showing the input at pin 3 (CLR\), the output at pin 5 (Q), and the signal at pin 7 (R/Cext)
