Hi,
We have a flip flop like the SN74LVC1G374 which has 3-state outputs which you power the device as high impedance and tie the outputs high with a weak pullup resistor.
However the 1G374 doesn't have inverted outputs that you are looking for. The SN74LVC1G80 does have inverted outputs but it doesn't have the 3-state outputs.
