CD74HC123PW pulse width is different than calculated 3 sec delay.

Actual is 2 sec. using with R=663K, C=10uf.
Want approximate 3 sec delay in monostable mode. Calcuation is 2.98 sec. Acutual is 2 sec.
Values have been checked indidually out of circuit.
Calculated Pulse Width = .45 x R x C = 2.98 sec with R=663K, C=10uf.
C is a Murata GRM21BR71A106KE51L.
To get 3 sec, I must use C=10uF, R=1.00Megohm. Why? 
Perhaps the circuit wasn't designed for such a large delay.
But is there any harm or side affects of using these values? How accurate will the pulse width be?
