I'm interested if I can use a ULN2003A with an input voltage of 0V to 5V, if I use a pull-up to 1.8V on the collector. The emitter is tied to ground. What's the maximum negative Ucb for this device?

Alexander,
The ULN2003 will accept a 0V to 5V input signal. The collector can safely be pulled up to 1.8V
However, the output low voltage will be about 0.8V at low current.
If your collector current need is low, an open drain or collector logic device or a 5V to 1.8V translator may be a better choice.
If you need high current, VOL will increase and the load voltage will be less than 1V.
