There is no IO available to control the OE pin of SN74AVC2T245. So i am wondering if it is OK to connect OE pin to ground directly. Is there any risk? A port is 1.8V and B port is 3.3V.

The datasheet says:
To ensure the high-impedance state during power up or power down, OE must be connected to VCC through a pull-up resistor.
If you do not care about the state of the I/O pins during power up or power down, then you can connect OE directly to ground.

it better that you use a resistor because when you get power your ic high-impedance state during power up or power down
as safety you must use a resistor in series it is also called pull-up or pull-down
