SN74LVC1G373: Do I need to tie !OE to Vcc on power up/down

I am using SN74LVC1G373, and don't have a need to operate in Hi-Z state. Right now, I am planning to tie !OE to GND.

However, section 8.1 of the datasheet states "To ensure the high-impedance state during power up or power down,OE should be tied to VCC through a pull up resistor"

Does !OE need to be powered on power up/down? Or, can I get away with tying !OE to GND?

    You can connect the OE pin to gnd and the device would always be enabled.

    The statement in the datasheet is a recommendation to customers in case they need the outputs to be in HiZ during the power on/ off condition.
