Hello,

Must the device be in high impedance  state during power up /power down? Is it recommended for some reason?

  • While the supply voltage is above 0 V but below 1.65 V, correct operation is not guaranteed, i.e., the I/Os might have a wrong direction, and/or the outputs might drive a wrong value.

    If you do not care about the state of the I/Os during power-up/-down, then you can connect OE directly to ground.
