LSF0102: Do we have level-shifting chips that support hot swapping？

There are four levels of live insertion isolation (see this application report):

Level 0 isolation
Level 1 isolation: includes I_off/partial power down
Level 2 isolation (Hot Insertion): includes power-up Hi-Z state
Level 3 isolation (Live Insertion): includes precharged I/Os

The LSF is at level 0. Which level do you need?

All level shifters with an OE or OE input support level 2. As far as I know, none has level 3.
