Are you referring to the supply pins being "down"?
The LSF has no power-down mode. As long as a current can flow into Vref_B and out of Vref_A (which can happen if Vref_A = 0), it might work.
The only way to disconnect the A and B side I/Os is to pull the EN pin low. (In most circuits, EN = Vref_B.)
