SN74LVC8T245: Is this part suitable for RGMII interface translation?

Hi,

Application : MAC(3.3 V) -> SN74LVC8T245 ->PHY(2.5V), 125MHz

Issue description:  networks on 2 of 3 prototype boards are not communicating, and 1 board partial time good and not stable. Confirmed that the PHY configuration is right and have tried to replace SN74LVC8T245 by SN74AVCH8T245 and SN74AVC8T245 but have no improvement on issue.

Please find the connection in the figure below.

Questions:

1. Does there any improvement should be done in the schematic above? 

2. For RGMII interface translation, are SN74LVC8T245, SN74AVCH8T245 or SN74AVC8T245 suitable for this application? Please give the proper part suggestion here.

Any suggestion to improve is appreciated. Thanks.
