TXB0304: No transfer data transfer from one VAA to VBB

I am having a difficult time understanding why the I2C lines will not transfer from ports A to B? VCCA is the system voltage, 3.3V. ports A are driven by the CPU. VCCB is the sensor voltage, 1.8V. Ports B are on the sensor side slave. I have access to drive the OE either high or low from the VCCA which is 3.3V or 0. The device will see I2C communication from the data when OE is 3.3V, but will not sustain the communication, it is just zero voltage, when OE is pulled low. I realize there are two versions of the the RUTR packaging and the only difference is the OE can be 0 volts or VCCA to enable. The device seems fairly robust, but simple but no translation is happening with my circuit. I have pulled the footprint and schematic from Digikey through  Ultra librian, but I can not see any errors. Any help would be appreciated.
