The speed is 4MHz and signals are clock data and reset.

The data line is bidirectional, so the AVC will not work.
TI makes SIM level translators.

This is a generic translator and does not care what communication interface its being used for. If the parameters listed in the data sheet meet the system parameters then it can work. However, I recommend the customer use the newer SN74AXC2T245.
Also just note this is a 2 channel device and it looks like you mentioned 3 different signals.

The different between the '45 and the '245 device is that the '245 has two separate DIR inputs, one for each channel.
10 cm is no problem for a buffered device.
These translators allow VCCA and VCCB to be the same. (You could also use a transceiver with a single VCC, or a plain buffer for unidirectional signals.)
The SIM data line is bidirectional, so it is not possible to use it with any '45 or '245 translator.
