My customer is using TXB0104. They are wondering whether they can pull the OE to high (VCC) always? They don't want to use MCU to control OE. What is the impact will bring if they pull OE to high always?

The datasheet says:
To ensure the high-impedance state during power up or power down, OE must be tied to GND through a pulldown resistor.
If you do not care about the state of the I/O pins during power up, you can connect OE directly to VCC.
