Hello Kasuya-san,
I_IK is not a leakage current value -- that is an input clamp diode current. Specifically, the only place I_IK is listed in this datasheet is in the Absolute Maximum Ratings table, so I_IK is the absolute maximum clamp diode current and is correct.
The leakage value should read "MAX 1000 nA" -- the units are in error. I have already started the process to fix this, but due to the holidays, it will take several weeks to make the update.

The value is measured at the pin of the device, which includes all internal circuitry -- including the protection circuitry.

The leakage max value is 1000 nA, it's lower value than our competitor devices.
What's special technology you apply this device to achieve such lower leakage current?

The HCS application report contains everything that TI is willing to state publicly:
The HCS family utilizes new process technology to achieve a low power consumption.
The older HC family would by comparable to competitors' HC family devices.
