CD40110B - couple of things the datasheets not clear about? Not answered yet!

Thank-you. But from the datasheet, it looks like Toggle is active-low (the legend has a bar over it) ?!

And what about Latch, and Reset? There's no bar, so are they are active-high? So keep them low? (But RESETs are usually active-low!)

Can you please clear this up definitively?
