Why is there a voltage divider at OE? YOu could connect it directly to VCCA.
TXB outputs have an impedance of 4 kΩ; R450 is pointless.
The TXB works only for short distances, and without pull-ups/-downs on the I/Os. When you have unidirectional signals (like here), the SN74AXC4T774 is a more flexible and robust solution.
In the guidelines it was given that till the IC is not powered up completely the OE signal must be in tri-state.
Regarding R450 you are correct.

I'm not sure that circuit is going to do what you expect. I would also recommend just connecting it directly to VCCA or keeping the pull down and using a control signal (if you want to keep the I/O disabled during power up but this is not a requirement from a device level).
